Is it really a good idea to criticise such a high ranking minister unless (like me) you have nothing to lose! Human's are not perfect, it's just in our nature to take advantage of bargains and freebies!
Having said that, if your a Government minister, probably better to politely decline as that other (nastier) side of human nature means that the bearer of gifts most likely wants something in return.
The real problem is when (mentioning no names) greedy corrupt ministers and PM's start lining their own pockets with large amounts of tax payers money and passing it off eg as payments for a speech. They can and do get away with it while you have a blackmailed Monarchy.
