...but it will be for Israeli kibbutz's, not Palestinian houses. Israel are continuously against the terms of the ceasefire demolishing Palestinian residential housing in the so called yellow zone that they occupy, what would be the point of doing that if the intention is to house Palestinian civilians after reconstruction?
