To say you recognise a non existing Palestinian state like Starmer, Macron and others did if you believe there is at least a chance of it's realisation and you take positive steps to make it so.
However if you say you recognise a non existing Palestinian State because you have prior knowledge (intelligence) that Israel fully intends to incorporate what would have been a Palestinian State into a part of a greater Israel just to legally disavow yourself from that crime?
