Hamas (quite rightly) say they will disarm in conjunction with the withdrawal of Israeli troops.

While both Israel's foreign ministers Gideon and Ed Saar say that Hamas must disarm and leave themselves vulnerable first.

It is NOT for Israeli combatants to oversee Hamas's disarmament, it's for third party non combatant observers to witness Hamas's disarmament AND Israel's withdrawal. It's the ONLY fair way that it can work.
