Self defence doesn't apply unless someone physically attacks you first and preventative first strikes against a Sovereign state MUST be approved by the UN Security Council.
I am not a lawyer and I am not biased but I do know that it was Iran that had the legal (and moral) right under article 5 of the UN charter to strike back in self defence against the US and Israel's unprovoked attacks!
