I know all about corrupt protection officers, only you can't blame the actual officer, he is just following orders from his superiors. I mean how high would your rank need to be to say no to the (then) Prince Andrew without getting the sack? That's why they're not investigating it, because it goes all the way to the top!
If Andrew couldn't personally get him sacked, his mother who's picture adorned every chief constable's office most certainly could.
He,he, now they are forced to hang a picture of that old cancer free (apparently) blood sucker Count Dracula in their office.
