Indeed the the most suited potential leader of a future Palestinian state, dubbed the Palestinian Nelson Mandela Marwan, (can't remember his surname but it sounds like an Italian sports car) can not meet up with Bowman as he is a political Prisoner unlawfully incarcerated in an Israeli prison.
