The ONLY way funding to Israel would be cut is if he and his party get hammered at the mid term polls, thanks to his blackmail fueled Pro Israeli warmongering. If he does get hammered, the new democrat dominated houses will not convene until January next year, leaving a dangerous 2 months or so, when the warmongering can resume without interference from congress but after that, they, new representatives and Senators could (and should) block Pto Israeli funding for their wars. So this looks like (to me) Trump pre-empting that by cutting funding himself before January.
