In any event the Yanks knew it was going to happen and just let it, that's why they moved their carriers out! That does NOT excuse what the Japanese did, just adds some context. A trick that was repeated on 9/11 and Oct 7th! as it gives them (but not Iran) more reason to exact revenge!
