That he just opens his mouth and starts shouting or gets his phone out and puts the caps lock on! He doesn't (or can't) think through the implications of what he is saying. the middle east is like a furnace and Arab nations rely on electricity for air conditioning or they would all die of heat stroke. also there is no water sources there, it's all desert, so they rely on desalination plants to remove salt from sea water. These plants need a power source!
